Snow Removal Request for Proposal Instructions

November 2021

Sealed proposals for snow removal services for the Jasper County Airport Authority’s (JCAA) airport grounds, hereinafter referred to as the “Grounds,” will be received on December 9th, 2021, at 4:00 p.m. Central time within the Jasper County Airport Terminal Building.  All proposals will be opened publicly and read aloud at the JCAA board meeting, held December 9th, 2021, at 6:00 p.m. Central time.  It is the sole responsibility of the each Vendor to see that his/her proposal is received in the proper time, and as such, any proposal received after the final call shall be returned unopened.

Each proposal should be submitted in a sealed, opaque envelope, and each sealed envelope containing a proposal shall be clearly marked on the outside as a “Snow Removal Proposal” with the submitter’s name and address. If forwarded by mail or shipping service, the sealed envelope containing the proposal shall be enclosed in another envelope addressed to:

The proposal shall be for the snow removal of paved surfaces in Grounds area outlined on Exhibit ‘A’, using the vendor’s own equipment and personnel, which is attached to the Contract. Vendors must also review Exhibit ‘B’, detailing Scope of Services. By submitting a proposal, Vendors attest that they have assessed the conditions of the Grounds and the amount of paved surface to be plowed or cleared of snow, as well as the Scope of Services.

Proposals shall be typed or legibly written in ink on the proposed form with signatures in ink.

Proposals shall be submitted as an hourly price for the snow removal of paved surfaces in Grounds area shown on Exhibit ‘A’.

Each proposal shall contain the full name of every person or company interested in it.

All proposals shall be accompanied by a completed bid packet (contained herein) with signature(s).

Vendors shall only submit one (1) proposal. If more than one proposal is submitted by the same Vendor, the Vendor shall be disqualified.

No Vendors shall be allowed any extra compensation for reason of his/her failure to inform themselves fully, prior to his/her proposal, of all the requirements of the Contract and the Instructions to Vendors.

Vendors are required to maintain Worker’s Compensation Insurance with policy and limits as required under the Indiana State Statutes.

Vendors are required to maintain a General Liability Policy having a limit of no less than one million dollars ($1,000,000) per occurrence/aggregate covering Bodily Injury and Property Damage. Vendors will be required to provide proof of insurance coverage and name the Jasper County Airport Authority, its officers, agents, employees, and assigns as additional insured.

Prior to the commencement of services, Vendors will be required to complete an annual free vendor safety training covering airport operations, which will be held at the airport.

JCAA reserves the right to reject any and all proposals and to waive, to the extent permitted by law, any of the terms or any informality, irregularity, or omission in any bid provided that such waiver shall be at the discretion of JCAA and be to the advantage of JCAA and in its interest.

If Vendor finds discrepancies in or omissions from the proposal documents, or if he/she is in doubt as to their meaning, he/she shall notify the Airport Manager at once in writing. All questions and inquiries regarding this project shall be submitted in writing at least seven (7) days prior to the proposal opening to the e-mail info@jaspercountyairport.com or below postal address. Vendors shall provide the Airport Manager with their name, phone number, and address in order to obtain addendums or proposal opening changes. If such contact information was not provided upon the receipt of a proposal packet, please contact the Airport Manager (219.866.2100) to provide this information.
