Lot Clearing/Tree Removal Request for Proposal Instructions

Proposals for lot clearing/tree removal services for the Jasper County Airport Authority’s (JCAA) airport grounds, hereinafter referred to as the “Grounds,” will be reviewed, discussed, and potentially awarded on December 10, 2020, at 4:00 p.m. central standard time within the Jasper County Airport Terminal Building.  At that time and place, all proposals will be reviewed and publicly read aloud.  It is the sole responsibility of the each Vendor to see that his/her proposal is received in the proper time, and as such, any proposal received after the final call shall be returned.

1. Each proposal shall be submitted and plainly marked with the submitter’s name and address. If forwarded by mail or shipping service, the sealed envelope containing the proposal shall be marked on the outside as “Tree Removal Proposal” with the submitters name and address and addressed to:

2. The proposal shall be for the tree removal of Grounds area outlined on Exhibit ‘B’, using the Vendor’s own equipment and personnel, which is attached to the Contract. JCAA warrants neither the condition, size, nor the quantity of trees contained within the limits of the Grounds area shown on Exhibit ‘B.’  By submitting a proposal, Vendors attest that they have assessed the conditions of the Grounds and the amount of trees to remove. Proposals should take into account tree/debris removal offsite using vendor’s own equipment and personnel or onsite burning of trees/debris by vendor in a safe manner to be coordinated with tenant, airport, and local officials, including obtaining proper burn permits and permission as required.

3. Proposals shall be typed or legibly written in ink.

4. No Vendors shall be allowed any extra compensation for reason of his/her failure to inform themselves fully, prior to his/her proposal, of all of the requirements of the Contract and the Instructions to Vendors.

5. Vendors are required to maintain Worker’s Compensation Insurance with policy and limits as required under the Indiana State Statutes.

6. Vendors are required to maintain a General Liability Insurance Policy having a limit of no less than one million dollars ($1,000,000) per occurrence/aggregate covering Bodily Injury and Property Damage. Vendors will be required to provide proof of insurance coverage and name the Jasper County Airport Authority, its officers, agents, employees, and assigns as additional insured.

7. JCAA reserves the right to reject any and all proposals and to waive, to the extent permitted by law, any of the terms or any informality, irregularity, or omission in any bid provided that such waiver shall be at the discretion of JCAA and be to the advantage of JCAA and in its interest.

8. If Vendor finds discrepancies in or omissions from the proposal documents, or if he/she is in doubt as to their meaning, he/she shall notify the Airport Manager at once in writing. All questions and inquiries regarding this project shall be submitted in writing at least seven (7) days prior to the proposal deadline to the below e-mail or postal address.  Answers to written questions will be provided by addenda to all Vendors.

9. Vendors shall provide the Airport Manager with their name, phone number, and address in order to obtain addendums or proposal opening changes. If such contact information was not provided upon the receipt of a proposal packet, please contact the Airport Manger (219.866.2100) to provide this information.
